Achimuthu Shankar, also known as Savukku Shankar, was a clerk in the Directorate of Vigilance and Anti-corruption from 1991 to 2008. During his tenure, he allegedly leaked sensitive information, including taped conversations between top officials, to the Deccan Chronicle newspaper. A commission led by Judge P. Shanmugam was established by the Tamil Nadu government to investigate the leak, and Shankar was found guilty. However, Shankar denied the allegations, claiming they were false and that he was subjected to third-degree torture and coerced into testifying against other officials. He was released on bail and has since contested the charges in court. Shankar’s actions and the subsequent investigation have been a subject of controversy, with some viewing him as a whistleblower and others as a leak of sensitive information.
