Tanmay Kumar is a distinguished senior bureaucrat and member of the 1993 IAS batch of the Rajasthan cadre. Tanmay Kumar was born on September 27, 1966. In early 2026, he had reached the age of 59. He is from a very engineering-oriented academic background, which also includes technical and administrative roles in the infrastructure sector.
He is a product of the Indian Institute of Technology (IIT) Delhi, which is one of India’s preeminent engineering schools. He got his Bachelor of Technology (B. Tech. in Civil Engineering and later on did a Master of Technology (M. Tech. in Soil Mechanics and Foundation Engineering from the same institute. Early Bureaucrat in Rajasthan
Upon joining the Indian Administrative Service in 1993, Tanmay Kumar served in many different capacities in Rajasthan. In the initial years of his career, he was the District Collector and District Magistrate in key areas, which included Bharatpur, Alwar, and Kota. For over six years, he served in these roles, which gave him in-depth experience in district administration, land revenue management and public grievance redressal.
During the course of his time in the Chief Minister’s Office in Rajasthan, which saw out the term of Vasundhara Raje, Kumar’s administrative talent came to the fore. He was put in service as the Principal Secretary to the Chief Minister of Rajasthan from 2013 to 2018 for the full five-year term. In that role, he played a key role in leading the charge for many administrative reforms and in the implementation of state policies’ success. Also, he was the Chairman of the Rajasthan Renewable Energy Corporation Limited (RRECL) for five years. In 2020, Tanmay Kumar went to the Centre on deputation. He took up the post of Joint Secretary in the Ministry of Power, which is a part of the Government of India. In this capacity, he looked after key areas including the transmission segment, Power System Operation Corporation Limited (POSOCO) and also grid integration of renewable energy.
His expertise was the reason for which he was appointed as a Government Nominee Director on the boards of a number of key Public Sector Enterprises, which include the National Hydroelectric Power Corporation (NHPC), SJVN Limited, and Power Grid Corporation of India (POWERGRID).
Secretary, Ministry of Environment, Forest and Climate Change, Kumar saw a great and quick rise in the central administration. He joined the Ministry of Environment, Forest and Climate Change (MoEFCC) and rose through the ranks. He was an Additional Secretary, which grew into a Special Secretary position in the same ministry.
In 2024, the Cabinet Appointments Committee gave its go-ahead to his appointment as Secretary at the MoEFCC, which in turn makes him one of the key players in India’s environmental policy. In this very senior position, he is the driver behind the development of India’s environmental policies, climate change plans and forest conservation.
